Lugia has always been on of the tankier Legendary raid bosses in Pokémon GO, meaning you likely will need a larger team than you might expect. Of course, a solid team of three high level trainers, with powerful counters, and bonuses such as being best friends can accomplish the task. For most though we would recommend five players at the very least, and the more you have available to fight the better.
